The best way to correct the nose-up attitude of a Tacoma towing a 21RBS is to retrofit an F-150 in place of the Tacoma. Problem solved, no WDH involved.

Get a 3.0L F150 and enjoy the 29.0mpg  not towing and 18.0mpg when towing
