Residue from plastic protective cover on aluminum bunks when closed when new. Looks like it was never removed. Can't get it off. Any suggestions?

Have a LivinLite Quick Silver 8.0 that has a vinyl cover that needs to be replaced. Trying to find out if anyone has done this. Thank you!
